Nevertheless, every person with even an inkling of interest in our juvenile justice system should see this documentary. Incarceration and rehabilitation are core functions of government. This film is a perfect example of the corruption that will inevitably poison the justice system when profit opportunity is introduced into the equation, whether that profit opportunity comes in the form of a locally-run entity as in Luzerne County or in the form of multi-state corporations such as CCA or the Geo Group. This is not an action movie and may not appeal to everyone, but it is a true story that deeply effected me.
I live in the area where the "Kids For Cash" scandal took place, and I worked with the Children and Youth offices of the nine northeast tier counties, including the county where this occurred. I was not involved with the courts I was IT support for a new state project, but helping our caseworkers meant some of these cases were familiar to me. The fact that so many children were incarcerated for "offenses" that would have reasonably deserved a good talking to or grounding the kid was a shock.
Finding out the private citizens who built the private "treatment" prison centers and arranged kickbacks to the judges for filling the beds regardless of how small the infraction still makes me sick. I think the owners and investors who are still making money from these "treatment" centers should also have been charged. There were more kids who committed suicide than what is covered in the documentary. There are other counties in which the judges go too easy on serious assault charges by minors. Justice for the minors must be reviewed and changed to be rational.
I would recommend any parent watch this movie if just for the simple fact that families don't think it could happen to them and don't know their kids are entitled to a lawyer immediately upon arrest for anything so the ridiculous charges like "being rude on Facebook" can be thrown out. Heart breaking for me to watch, knowing it is true and how many kids and families were hurt and how many disgusting people got off easily or walked away untouched. Seemingly no matter the issue, no matter the race, no matter the Party affiliation, it's the ideology instead of the evidence.
Fortunately, in this documentary and in the Ferguson and Baltimore deaths my common sense allows me to see what's happening based on something other than my emotions. As for this documentary my values allowed me to do something other than emote, though that is not what the director of this film intended. Holland can be heard on the earliest titles.
