He said the jury will be very aware that families of murder victims are facing a Christmas without their loved one. For the last two weeks of December, there are no jury trials in Dallas County. As Christmas creeps closer, jurors also become more reluctant to serve.
Keene and state District Judge Carter Thompson, a Dallas County felony court judge, said jurors will probably only be influenced to give defendants more sympathy in cases of nonviolent crimes and when the accused have no criminal record. Keene said that in these lower-level criminal cases, jurors will be reluctant to take parents away from their children during the holidays.

Before the discussion about the VRDs, the council voted against a request by a Portland developer to annex 11 acres along Long Road in North Lincoln for a mixed-use housing project.
