If Tinker were not on the ban list however, would it still be unreasonable to expect players to pack answers for it? If those players wanted at all to compete at the highest level, then absolutely! I believe Sheldon meant that it is unreasonable for players to be forced into packing answers for cards that warp the format , or are vastly superior to other cards. How does one compete against those cards without also using those cards? There simply isn't anything or only a very few cards that equals them in providing mana.

When the format is meant for casual players, why provide any list at all for the casual players? They don't care what the list is. Many of them don't even know what's on it! This isn't a sanctioned format - there aren't any official tournaments, so competitive players can adjust the ban list however they like too! What happens when players of varying competitive levels play with one another? In most cases, they'll default to the official list. This happens to work in favor of the more competitive players however, as there are a number of cards not on the list which are incredibly powerful and format-warping, even comparable to some of the banned cards.

If, from the earlier example, the moxen were legal, I have no doubt that EDH would still function and that people would still enjoy it. I imagine, however, that such a list would divide players by their competitiveness level even more so. Multiplayer is self-regulating, but it can only do so much to account for disparity levels in power. If a group of casual players can be okay when playing with someone that uses the current official list, would they still be okay if that player had access to the moxen?

The point is that some of the cards on the very top of the power level are so much more powerful than many other cards that they force others to account for them, which greatly restricts what can be played competitively and what can't.

That being said, the Rules Committee has the final say in what does and doesn't go on the ban list.
